Subsidized IVF loans for women in Belarus

According to Belarusian news agencies BELTA and BelaPAN, JSC «JSSB Belarusbank» is launching a subsidized loan program to reimburse the costs of vitro fertilization (IVF) procedures.

Presidential Decree ą 574 dated December 27, 2013 «Extension of subsidized loans to the citizens of the Republic of Belarus for in vitro fertilization procedures» takes effect as of January 1, 2014. Women eligible for the loans must have citizenship of the Republic of Belarus and can receive IVF treatment in healthcare facilities of all types of ownership.

5–year loans are being offered by JSC «JSSB Belarusbank» in local currency at an interest rate equal to 50% of National Bank refinance rate (as of 8 January 2014 — 11,75% per annum) by funds transfer to bank accounts of public health organizations.

Maximum subsidized loan amount should not exceed 300 base units (currently equal to BYR 130 000), fixed on the date of loan contract conclusion. The most expensive IVF cycle at the private medical center including pharmaceuticals cost amounts to around BYR 30 mln. Therefore, maximum loan amount can cover the cost of IVF procedure for couples struggling with infertility.

For the next three years following the birth of an IVF baby, parents are eligible for child home care allowance and extension of time for loan repayment including accumulated interest.

Medical report assessing the need for an IVF procedure is a pre-requisite for obtaining the loan.

In Belarus at the end of 2011, a new law on Assisted Reproductive Technology took effect that regulates such procedures as IVF and surrogacy. Nevertheless, there were still quite a few issues affecting in vitro fertilization that the new law didn’t address; one of them is financing as due to significant costs of the procedure not everyone could afford it.

Today, anywhere from 3000 to 3500 IVF procedures a year are done in Belarus.

With financial support being provided by the government, healthcare practitioners expect an increase in the number of IVF procedures in Belarus.
